  NOTICE OF PUBLIC HEARING

TOWN CENTER AT PALM COAST

DEVELOPMENT OF REGIONAL IMPACT (DRI)

(RESOLUTION NO. 2002.39)

The City of Palm Coast will consider the adoption of Resolution Number 2002-39 to approve a Development Order for the Town Center at Palm Coast, which is currently undergoing a Development of Regional Impact (DRl) review. The DRl review is being conducted by the City of Palm Coast, Flagler County, other surrounding local governments, and state agencies including Northeast Florida Regional Planning Council, Department of Community Affairs, Florida Department of Environmental Protection, St. Johns River Water Management District, Florida Fish and Wildlife Conservation Commission, and Florida Department of Transportation (FDOT).

The Town Center DRI encompasses a total of +/- 1557 acres located on the north side of State Road 100, between Belle Terre Parkway and Interstate 95 (see map, below). The proposal is to create a traditional mixed-use downtown area for the City in 3-phases to tbe year 2020. The scope of development in each phase is summarized below:

Phase 1 (2003-20101: 1110 residential units, 325,000 sq. ft. office 750,000 sq. ft. of retail commercial 320,000 sq. ft. non-retail commercial 185,000 sq. ft. institutional movie theater (2400 seats) lodging (140 rooms) nursing home (120 beds)

Phase 2 (2011-20151:  865 residential units 575.000 sq. ft. office 750,000 sq. ft. of retail commercial 680,000 sq. ft. non-retail commercial 165,000 sq. ft. institutional lodging (140 rooms)

Phase 3 (2016-2020): 525 residential units 500,000 sq. ft. office 500,000 sq. ft. of retail commercial 400,000 sq. ft. non-retail commercial 275,000 sq. ft. institutional lodging (200 rooms) nursing home (120 beds)

The purpose of the DRI Development Order for the Town Center at Palm Coast will be to establish conditions to govern the development, including developer-funded improvements to the roadway system and other infrastructure improvements to support the proposed project and mitigate for its impacts.

Notice is hereby given of the following public hearings on the DRl proposal: Planning and Land Development Regulation Board: November 13, 2002 (6:30 pm) City Council: December 3, 2002 (6:30 pm)

The public hearings are to be held in the large meeting room at the Palm Coast Community Center, located at 305 Palm Coast Parkway North, Palm Coast, Florida. Interested parties may appear at the meetings and be heard regarding the proposed Town Center at Palm Coast DRI. Interested parties may also submit written comments regarding the proposed ordinance to Jason Gambone, Development Services Director, City of Palm Coast, P.O. Box 354610, Palm Coast, Florida 32135. All of the application materials for the Town Center at Palm Coast DRI, including the Application for Development Approval (ADA), the comments related to the sufficiency of the ADA, and a complete legal description of the subject property, are on file with the Development Services Department at City Hail, 264 Palm Coast Parkway, Palm Coast, Florida, and may be inspected by the public.

In accordance with the Americans With Disabilities Act, persons needing assistance to participate in any of these proceedings should contact Development Services Department, at 386-447-4255 at least 48 hours prior to the meeting.

If any person decides to appeal any decision made be the City Council with respect to any matter considered at such hearing, he or she will need a record of the proceedings, and for such purpose, he or she may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.
